The 2022-23 Education and Community Partnership Program (ECPP) Application Process. To access the related information, click on the links below.

The Education and Community Partnership Program (ECPP), also known as section 23 programs, provides critical support to meet the needs of children and youth who cannot attend school due to their primary need for care, treatment and/or rehabilitation services; and facilitates transitions to future educational success.

ECPPs are voluntary collaborative partnerships between Ontario district school boards and government-approved facilities such as children mental health agencies, hospitals or youth detention centres. District school boards provide the educational component (“Education Program”) while facilities provide the care and/or treatment or rehabilitation (“ECPP Services”).

School boards can apply for ECPP funding in accordance with the Ministry of Education Guidelines for Students in Government Approved Education and Community Partnership Program (ECPP) 2022-23 by completing the appropriate application form below.

Ministry of Education Directives to school boards for ECPPs can be found in the annual Guidelines for Students in Government Approved Education and Community partnership Program (ECPP) 2022-23.

The following are PDF versions of the ECPP application forms. School boards should contact their Regional Office contact for electronic versions.

Complete this form if your ECPP Program is not a Divested.
*Note: Each school board must contact their regional office to obtain their specific prepopulated electronic ECPP form. For 2022-23 there is no need to download a flatfile.

Complete this form if your ECPP Program existed prior to the creation of Education Programs. Consult the ECPP Guidelines for more details.

Complete this form in addition to the Standard Form if your Program is an Enhanced Education and Treatment program, an Education Program in which school boards may directly hire regulated health professionals to provide ECPP Services in the Education Program. Consult the ECPP Guidelines for more details.
